La pretensi\u00f3n de ofrecer un an\u00e1lisis pormenorizado nos lleva a referirnos, en primer lugar, a la villa de vergara, caracterizada por su gran tradici\u00f3n docente, desarrollada principalmente gracias a la labor de la real sociedad bascongada de amigos del pa\u00eds (rsbap); sin embargo, adem\u00e1s de la referida villa, la ciudad de san sebasti\u00e1n, debido a las circunstancias por las que atraviesa la provincia en la \u00e9poca, se convierte en otro obligado punto de referencia, ya que pasa a ser la sede que finalmente acoge al instituto provincial de forma definitiva.  sin embargo, la pretensi\u00f3n de conseguir un an\u00e1lisis lo m\u00e1s completo posible de la panor\u00e1mica educativa de la provincia, nos obliga a referirnos al desarrollo de la ense\u00f1anza privada, de forma que no podemos obviar la importancia de otros establecimientos de segunda ense\u00f1anza que van surgiendo y quedando bajo la dependencia del instituto provincial. Adem\u00e1s de estos, las ense\u00f1anzas especiales y t\u00e9cnicas cobran tambi\u00e9n especial importancia en una provincia que, debido precisamente a sus caracter\u00edsticas peculiares, muestra
