Un an\u00e1lisis hist\u00f3rico desde la perspectiva de los derechos humanos.  resumen: la llegada creciente de inmigrantes plantea a nuestra sociedad nuevos desaf\u00edos. En la presente investigaci\u00f3n, se estudia el fen\u00f3meno de la inmigraci\u00f3n y la diversidad cultural en espa\u00f1a aplicando para ello el m\u00e9todo hist\u00f3rico de la interacci\u00f3n de variables y tomando como referencia el discurso internacional de los derechos humanos. Se plantean cinco objetivos prioritarios: 1) contribuir, mediante un estado de la cuesti\u00f3n, a aportar mayor claridad al fen\u00f3meno de la inmigraci\u00f3n en espa\u00f1a, dentro del marco del contexto europeo, y en particular a sus repercusiones en el \u00e1mbito sociocultural, 2) analizar la legislaci\u00f3n y las pol\u00edticas p\u00fablicas dise\u00f1adas al efecto, 3) introducir un punto de vista integrador, sustentado en los derechos humanos, 4) estudiar las diferentes propuestas sociales, culturales y educativas existentes y buscar planteamientos de equilibrio orientados a lograr una pluralidad cultural que articule el derecho de la cultura del pa\u00eds de acogida y el derecho a la cultura del inmigrante, dentro de un marco de respeto mutuo y de preservaci\u00f3n de los derechos humanos y 5) realizar un an\u00e1lisis del discurso de la prensa espa\u00f1ola en relaci\u00f3n con el fen\u00f3meno de la inmigraci\u00f3n y sus diversas implicaciones, en cuanto cuarto poder con indudables referencias en la praxis pol\u00edtica. A este fin, se analizan descriptiva y funcionalmente los discursos normativo y pol\u00edtico, tanto en su planificaci\u00f3n como en su realizaci\u00f3n pr\u00e1ctica, con atenci\u00f3n exhaustiva al quinquenio 2005-2009. Tambi\u00e9n se procede a un an\u00e1lisis cualitativo del discurso period\u00edstico en torno a esta tem\u00e1tica, empleando para ello la metodolog\u00eda del an\u00e1lisis del discurso, abordando exhaustivamente, aunque no de manera exclusiva, el bienio 2008-2009, por ser el periodo en que el gobierno, influenciado por la situaci\u00f3n de crisis socioecon\u00f3mica, cambia su discurso ante la inmigraci\u00f3n y la prensa pasa a ejercer un papel m\u00e1s activo en el plano pol\u00edtico.   descriptores: inmigraci\u00f3n, inmigrantes, diversidad cultural, derechos humanos, an\u00e1lisis descriptivo y funcional, an\u00e1lisis del discurso, pol\u00edticas p\u00fablicas, integraci\u00f3n.   english  tittle: immigration and cultural diversity in spain. A historical analysis based on the perspective of the human rights.  abstract: the immigrants increasing arrival brings to our society new challenges. The phenomenon of immigration and the cultural diversity in spain are studied in the present investigation by using the historical method of the variabilities interaction and taking the international speech of the human rights as a reference. Five priority aims are established: 1) to contribute, by analyzing the immigration context, to clarify the phenomenom of immigration in spain, within the european context frame, and its impact in the sociocultural field, 2) to analyze the related legislation and the public policies, 3) to introduce an integrator point of view based on the human rights, 4) to analyze the existing social, cultural and educational proposals and to search for new approaches of balance orientated to achieve a cultural plurality that articulates the right of the culture of the immigrants arriving countries and the immigrants culture right, within a frame of mutual respect and respecting the human rights, and  5) to perform an analysis of the spanish press speech in relation with the phenomenon of immigration and its diverse implications. To this end, the normative and politic speeches are descriptive and functionally are analysed, both in their planning and in their practical application, with exhaustive attention to the five-year period 2005-2009.
