En la primera parte, se encuentran cuatro apartados. El primer apartado contiene una introducci\u00f3n, objetivos, justificaci\u00f3n de nuestro modelo de medici\u00f3n y estructura de la tesis. Desde el capitulo dos hasta el cap\u00edtulo tres, se desarrolla el marco te\u00f3rico y estado de la cuesti\u00f3n de cada una de las variables principales a partir de la revisi\u00f3n de la literatura cient\u00edfica que son el fundamento del modelo te\u00f3rico de esta investigaci\u00f3n, para finalmente definir cada uno de los par\u00e1metros e indicadores de nuestro estudio. Por un lado, se definen los 56 par\u00e1metros de calidad y contenido en sitios web de la administraci\u00f3n p\u00fablica municipal, y por otro, los 3 par\u00e1metros de eficiencia o rendimiento, que miden la popularidad o \u00e9xito de los portales web administrativos. Todos ellos quedan englobados en un cuestionario que consta de tres partes: una primera, con datos personales de los encuestados que integran la muestra; una segunda parte, que hace referencia a temas relacionados con la accesibilidad, navegabilidad, empat\u00eda, seguridad, servicios del ayuntamiento e informaci\u00f3n del municipio y una \u00faltima parte, en donde se le cuestiona temas referentes a la eficiencia y rendimiento de la web, como es la reputaci\u00f3n o \u00e9xito de la p\u00e1gina, el nivel de inter\u00e9s y la satisfacci\u00f3n del usuario.  en el cap\u00edtulo cuatro, se presenta la metodolog\u00eda empleada para definir un modelo de investigaci\u00f3n adecuado, resumir las hip\u00f3tesis de nuestro modelo, la definici\u00f3n de nuestra muestra as\u00ed como el dise\u00f1o del cuestionario y las t\u00e9cnicas de obtenci\u00f3n y recolecci\u00f3n de datos empleadas.  en la segunda parte, se desarrolla el trabajo estad\u00edstico de la investigaci\u00f3n. Se analizar\u00e1n todos los datos registrados en la base datos spss, para el estudio de las variables y la verificaci\u00f3n de las hip\u00f3tesis planteadas. Se presentan los an\u00e1lisis estad\u00edsticos descriptivos de la muestra; el an\u00e1lisis de fiabilidad; la aplicaci\u00f3n del an\u00e1lisis factorial confirmatorio del modelo propuesto a fin de comprobar la bondad de su ajuste y su poder explicativo; las correlaciones existentes entre las variables y la agrupaci\u00f3n de las mismas y la comprobaci\u00f3n de nuestras hip\u00f3tesis; la t\u00e9cnica estad\u00edstica de comparaci\u00f3n de medias entre muestras, anova de un factor y el an\u00e1lisis de regresi\u00f3n para predecir la dependencia que puede existir entre diferentes variables dependientes e independientes.  finalmente en el cap\u00edtulo seis se encuentran las conclusiones de nuestra investigaci\u00f3n que evidencian que nuestro modelo de medici\u00f3n es un modelo a seguir por las distintas administraciones p\u00fablicas y empresas para conseguir una web de calidad y \u00e9xito.   this doctoral research aims to highlight the main need of the government to evaluate their web pages, so we must define a quality and efficiency measurement model, , that allows to identify the influence of the parameters of quality and content of the performance of the administrative site, applicable to all municipal websites which provide administrative services for citizens, and more specifically in our case to the website of the city council of murcia to determine strengths and weaknesses in order to improve its performance and faciliting in this way to get the best performance with its web presence.   the document consists of two major parts. In the first part, four sections are. The first section contains an introduction, objectives, justification of our model of measurement and structure of the thesis. From chapter two until chapter three, develops the theoretical framework and state of the question for each one of the main variables based on the review of the scientific literature that are the basis of the theoretical model of this research, for finally define each of the parameters and indicators of our study. On the one hand, defined the 56 parameters of quality and content in web sites of the municipal public administration, and on the other hand, the 3 parameters of efficiency or performance, which measure the popularity or success of the administrative web portals. . All of them are included in a questionnaire, which consists of three parts: the first, with the personal data of people included on the used sample; a second part, which refers to topics related to accessibility, seaworthiness, empathy, security, services of the town hall and information about the municipality and a last part, where were questioned subjects related to the efficiency and performance of the web, as is the reputation or success of the page, the level of interest and user satisfaction.   chapter four presents the methodology used to define a model of appropriate research, summarize the hypotheses of our model, the definition of our sample as well as the design of the questionnaire and the techniques for obtaining and compilation of information.  in the second part, we develops the statistical work of the research. We  analyze all the data recorded in the spss data base, (214 answered questionnaires) for the study of the variables and the verification of the the raised hypothesis. Presents the descriptive statistical analysis of the sample;  the analysis of reliability; the application of confirmatory factor analysis of the proposed model to verify the goodness of its setting and its explanatory power; the correlation existing between the variables and grouping them and testing our hypotheses; the statistical technique of comparison of averages between samples; anova of a factor and regression analysis to predict the dependence that can exist between different dependent and independent variables.  finally in chapter six are the conclusions of our research that show
