Para ello, en primer lugar, se ha definido una serie de servicios b\u00e1sicos que las entidades locales deber\u00edan ofrecer a sus ciudadanos a trav\u00e9s de internet y posteriormente se ha llevado a cabo la evaluaci\u00f3n de dichos servicios, siguiendo las directrices establecidas en el plan de acci\u00f3n de la e-europe 2005 y en el plan de actuaci\u00f3n i2010. palabras clave: administraci\u00f3n electr\u00f3nica; albacete; ayuntamientos; corporaciones locales; e-administraci\u00f3n; evaluaci\u00f3n comparativa; sedes web; sociedad de la informaci\u00f3n. objetivos: 1.\tConocer el nivel de inserci\u00f3n y consolidaci\u00f3n de la e-administraci\u00f3n en los ayuntamientos de la provincia de albacete. 2.\tComprobar el nivel de inserci\u00f3n de las tic como herramienta para desarrollar un nuevo sistema de informaci\u00f3n en la administraci\u00f3n local m\u00e1s eficiente.  3.\tEspecificar las etapas de maduraci\u00f3n y niveles o grados de sofisticaci\u00f3n de los servicios en l\u00ednea que ofrecen los ayuntamientos.  4.\tConocer la accesibilidad web y los procesos de comunicaci\u00f3n de los distintos ayuntamientos a trav\u00e9s de sus p\u00e1ginas web. 5.\tConocer cu\u00e1les son las dificultades que se les presentan a los usuarios y qu\u00e9 demandan. 6.\tConocer el nivel de uso de la administraci\u00f3n electr\u00f3nica por parte del ciudadano, para lograr una e-administraci\u00f3n orientada al usuario. 7.\tDetallar una lista de servicios p\u00fablicos electr\u00f3nicos (e-administraci\u00f3n) que deber\u00edan ofrecer los ayuntamientos a trav\u00e9s de sus sedes web.   8.\tExaminar cu\u00e1les son los ayuntamientos que poseen sede web oficial; cu\u00e1les son los que tienen dominio web propio y qu\u00e9 tipo de dominio poseen en internet.  metodolog\u00eda:  la tesis doctoral se ha llevado a cabo mediante las siguientes seis fases:  i.\tRecopilaci\u00f3n bibliogr\u00e1fica sobre el tema objeto de investigaci\u00f3n;  ii.\tDeterminaci\u00f3n del universo a evaluar; iii.\tEstudio y selecci\u00f3n de los indicadores de evaluaci\u00f3n;  iv.\tAn\u00e1lisis y evaluaci\u00f3n de las sedes web seleccionadas; v.\tProceso de recogida de datos; vi.\tAn\u00e1lisis de los resultados; conclusiones: 1.\tEl n\u00famero de webs que cumple con alguna norma de accesibilidad wai es bastante reducido, pues solo 6,3% de las sedes webs municipales evaluadas. Ninguna de estas webs alcanza el m\u00e1ximo nivel de accesibilidad (aaa) y las que lo hacen ha sido \u00fanicamente en el nivel (a) o nivel (aa).  2.\tInformaci\u00f3n sobre aspectos formales: el 98,5% incluyen recursos multimedia; el 96,9% presenta la autor\u00eda de la web y 15,7% incluyen, en su p\u00e1gina de inicio, la fecha de actualizaci\u00f3n de la web. 3.\tFuncionalidad de la web: solo el 9,4% contiene versiones en ingl\u00e9s (\u00fanicamente). En el 100,0%, se puede volver a la p\u00e1gina de inicio desde cualquier p\u00e1gina. El 92,0% de los portales web incorpora un buscador interno y el 64,1% incluyen adem\u00e1s un men\u00fa &quot;migas de pan&quot;, lo que facilita enormemente la navegaci\u00f3n a trav\u00e9s de la web y con ello la usabilidad. 4.\tInformaci\u00f3n sobre el ayuntamiento: la informaci\u00f3n sobre los \u00f3rganos de gobierno ha alcanzado unos niveles m\u00e1s o menos satisfactorios (86,0% de los portales web evaluados). Solo el 11,0% de las webs incorporan el plan de ordenaci\u00f3n urbana. El 40,0% incluye actas de los plenos municipales y el 42,2% incorpora las ordenanzas municipales. Solo el 9,4% ofrecen informaci\u00f3n sobre los presupuestos municipales.  5.\tInformaci\u00f3n para los ciudadanos: el 96,9% ofrec\u00eda un servicio de noticias municipales y el 90,7% dispon\u00edan de agenda de actividades municipales. 6.\tInformaci\u00f3n tur\u00edstica y de ocio: el 96,0%, presenta informaci\u00f3n sobre &quot;fiestas y tradiciones&quot;. 7.\tInformaci\u00f3n sobre las empresas: un 62,5%, ofrece informaci\u00f3n sobre el pol\u00edgono industrial de la localidad. El 31,3% de las webs tiene un directorio empresarial y\/o comercial. S\u00f3lo un 26,6% incluye informaci\u00f3n sobre las ferias que se realizan en la localidad.  8.\tMecanismos o servicios de participaci\u00f3n ciudadana: el 98,5% de las webs permiten pedir cita previa al alcalde de la localidad y el 84,4% dispone de mecanismos de participaci\u00f3n ciudadana.  9.\tGestiones on-line: la e-administraci\u00f3n, en los ayuntamientos analizados, se halla en un estado incipiente de desarrollo, sobre todo en cuanto a la cantidad de servicios ofertados. Los niveles de madurez de la administraci\u00f3n electr\u00f3nica son b\u00e1sicos. Sus servicios se encuentran en un estado de madurez inicial.   abstract title of thesis: analysis and evaluation of municipal websites of the province of albacete we intend to show, in one hand, the level of integration and consolidation of e-government and in the other, the current state of the services offered by the municipalities of the province of albacete through their official web sites. First of all, there have defined a series of basic services that local authorities should offer to their citizens by the internet and after that the evaluation of these services has been done, in accordance with the guidelines set forth in the plan of action of the e europe 2005 and in the action plan i2010. keywords: albacete; benchmarking; councils; e-administration; electronic administration; information society; local government; web sites. objectives: 1.\tKnowing the level of integration and consolidation of e-government in the municipalities of the province of albacete. 2.\tCheck the level of integration of ict as a tool to develop a new information system in local government more efficient. 3.\tSpecify stages of maturation and levels or degrees of sophistication of online services offered by municipalities. 4.\tKnowing web accessibility and communication processes of the various councils through their websites. 5.\tIdentify the challenges they present to users and what they claim. 6.\tKnowing the level of use of e-government by citizens, to achieve e-government user-oriented. 7.\tItemize a list of electronic public services (e-government) that should provide the municipalities through their websites. 8.\tExamine what are the municipalities that have official website, which ones have your own web domain and possess what kind of internet domain. methodology: the thesis has been carried out through the following six phases: i.\tCompilation bibliographic on the subject under investigation; ii.\tDetermination of the universe to be evaluated; iii.\tStudy selection and evaluation indicators; iv.\tAnalysis and evaluation of selected web sites; v.\tData collection process; vi.\tAnalysis of results; conclusions: 10.\tThe number of sites that meet any wai accessibility standard is quite low, as only 6,3% of municipal web sites evaluated. None of these sites achieved the highest level of accessibility (aaa) and those that do have been only in the level (a) or level (aa). 11.\tInformation on formal aspects: the 98.5% includes multimedia resources include 96.9 % of web authoring and 15.7 % included in your home page, the update of the website. 12.\tWeb functionality: only 9.4% includes english (only). In the 100.0%, you can return to the home page from any page. Only 26.6% includes information about the fairs held in the town. 17.\tMechanisms or participation services: a 98.5% of the websites allow make an appointment to the mayor of the town and 84.4% has mechanisms for citizen participation. 18.\tFormalities on- line: the e-government in the municipalities analyzed, is in a nascent stage of development, especially in terms of the number of services offered. The maturity levels are basic e-government.
