El principal objetivo de la nueva planificaci\u00f3n hidrol\u00f3gica es lograr el uso sostenible del agua, que debe ser alcanzado a trav\u00e9s de una gesti\u00f3n integrada de las demarcaciones hidrogr\u00e1ficas, la cual permita conseguir el buen estado ecol\u00f3gico de las aguas superficiales, subterr\u00e1neas, de transici\u00f3n y costeras. Para ello, la planificaci\u00f3n debe basarse, entre otras cuestiones, en un an\u00e1lisis econ\u00f3mico de los usos del agua. En este sentido, el regulador espa\u00f1ol, a trav\u00e9s de la orden arm\/2656\/2008 por la que se aprueba la instrucci\u00f3n de planificaci\u00f3n hidrol\u00f3gica, establece que se debe realizar  un an\u00e1lisis de la huella h\u00eddrica de los distintos sectores socioecon\u00f3micos. la huella h\u00eddrica es un indicador que estandariza la producci\u00f3n econ\u00f3mica en una unidad com\u00fan: el volumen de agua dulce consumido. Diferencia por colores el tipo de uso que se hace de la misma: el agua verde es la precipitaci\u00f3n que se almacena en el suelo en forma de humedad y su consumo genera huella h\u00eddrica verde;  el agua azul son los recursos h\u00eddricos y su extracci\u00f3n del medio genera huella h\u00eddrica azul; y la acci\u00f3n de contaminar los recursos h\u00eddricos genera huella h\u00eddrica gris. As\u00ed, este indicador muestra los vol\u00famenes de agua consumidos y su origen, considera los usos del suelo y da una orientaci\u00f3n preliminar sobre los vol\u00famenes necesarios para reducir la contaminaci\u00f3n causada por la actividad econ\u00f3mica. Por tanto, indica de forma global la apropiaci\u00f3n de los recursos h\u00eddricos y permite realizar un an\u00e1lisis de sostenibilidad de la huella h\u00eddrica generada dentro de una demarcaci\u00f3n hidrogr\u00e1fica. el objetivo de este trabajo es proponer una metodolog\u00eda que proporcione la huella h\u00eddrica total de una demarcaci\u00f3n hidrogr\u00e1fica, con el fin de subsanar las limitaciones que tienen las pocas aplicaciones pr\u00e1cticas existentes, que contienen s\u00f3lo c\u00e1lculos parciales: no eval\u00faan todas las actividades econ\u00f3micas, realizan el c\u00e1lculo de forma puntual, no consideran la regulaci\u00f3n de los embalses, no tienen en cuenta los d\u00e9ficits de suministro, eval\u00faan de forma parcial la componente gris y no realizan un an\u00e1lisis completo de la sostenibilidad ambiental. para ello, la nueva metodolog\u00eda que se propone en esta tesis doctoral utiliza como inputs los resultados de la simulaci\u00f3n del ciclo hidrol\u00f3gico antropizado de la demarcaci\u00f3n hidrogr\u00e1fica, la cual se lleva a cabo combinado un modelo hidrol\u00f3gico y un sistema soporte a la decisi\u00f3n. La aplicaci\u00f3n conjunta de estas dos herramientas habituales en la planificaci\u00f3n hidrol\u00f3gica proporciona los consumos de agua de las actividades econ\u00f3micas en funci\u00f3n de la disponibilidad del recurso, calcula la huella h\u00eddrica bajo una serie de a\u00f1os hidrol\u00f3gicos con condiciones clim\u00e1ticas diferentes, introduce la regulaci\u00f3n de los embalses, estima la huella h\u00eddrica gris generada por los retornos de las demandas y permite, adem\u00e1s, aproximar la sostenibilidad ambiental del uso del agua. la aplicaci\u00f3n pr\u00e1ctica de la propuesta metodol\u00f3gica en la demarcaci\u00f3n hidrogr\u00e1fica del segura ha proporcionado la huella h\u00eddrica total que las actividades econ\u00f3micas generan en dicha demarcaci\u00f3n, identificando y cuantificando con este \u00fanico indicador los problemas m\u00e1s importantes relacionados con la gesti\u00f3n de los recursos h\u00eddricos. Los resultados de este indicador no han hecho sino corroborar los presentados por el organismo de cuenca en varios documentos t\u00e9cnicos relacionados con la planificaci\u00f3n hidrol\u00f3gica, hecho que prueba la utilidad de la huella h\u00eddrica total como indicador para evaluar la gesti\u00f3n integral de los recursos h\u00eddricos de una demarcaci\u00f3n.  the countries in the european union share a common water management process since the adoption of directive 2000\/ce\/60, known as the water framework directive, which recognizes formally all the functions of the water, and it is became a heritage that has to be protected. The main objective of the new water management is to achieve sustainable use of water, which allows achieving good ecological status of surface, groundwater, transitional and coastal water. This goal has to be reached through an integrated river basin management. For that purpose, the water management has to be based, inter alia, on an economic analysis of water uses. In this sense, the spanish water management instruction (orden arm\/2656\/2008) states that it must perform an analysis of the water footprint of different socio-economic sectors. the water footprint is an indicator that standardises the economic productions in a common unit: the volume of fresh water used. The water use is distinguish by colour: the green water is the precipitation storage in the soil in form of moisture, and when it is consumed, the green water footprint is generated; the blue water is the water resources and, when it is extracted, the blue water footprint is generated; and pollute the water resources generates grey water footprint. Thus, this indicator shows the volume and the origin of water consumed, considers the soil uses and provides a preliminary assessment of the fresh water necessary to dilute the pollution caused by economic activity. Therefore, it indicates the global appropriation of water resources and the sustainability analysis of water management is also possible.  the objective of this work is to propose a methodology that provides the total water footprint of a river basin district since the very few existing applications have some limitations: do not evaluate all economic activities, perform isolated calculations, do not consider the storage of the reservoirs, do not take into account the supply deficits, evaluated partially grey water footprint, and do not perform a complete environmental sustainability analysis. to do this, the new accounting methodology uses as inputs the results of the anthropic water cycle of a river basin, which is conducted using a hydrological model and a decision support system. The combined application of these two common tools in water management provides water consumption of economic activities taking into account the water resources availability, calculates the water footprint under a range of hydrological years with different climatic conditions, introduces the storage of the reservoirs in the river basin, estimates the grey water footprint generated by the returns of the supplies, and also approximates the environmental sustainability analysis. the results of the proposed methodology applied in the segura river basin has provided total water footprint that is generated by economic activities in this area. This only indicator have identified and quantified the most important problems related to water resources management. In addition, the results corroborate the problems detected by the basin organization that they are present in various technical documents, a fact which proves the usefulness of the total water
