Es de se\u00f1alar que la ley 2785 ya posee su reglamentaci\u00f3n y a\u00fan no se cuenta con recursos humanos y materiales que permitan viabilizar la puesta en pr\u00e1ctica de las acciones que se propone.  &#8211;\tel ejecutivo no destina  los fondos suficientes para capacitaci\u00f3n de los efectores y supervisi\u00f3n de tareas y puesta en pr\u00e1ctica de las leyes. &#8211;\tcarencia de monitoreo en las instituciones efectoras de la ley. &#8211;\tno se ha aplicado a\u00fan un protocolo \u00fanico de actuaci\u00f3n, com\u00fan a todas las instituciones. &#8211;\texistencia de subregistros y carencia de registros institucionales estad\u00edsticos que puedan brindar un informe exhaustivo.  &#8211;\tinsuficiencia de campa\u00f1as de prevenci\u00f3n a nivel provincial y nacional. &#8211;\tno se promueve desde el estado la responsabilidad social empresaria en la difusi\u00f3n de campa\u00f1as publicitarias. &#8211;\tlos jueces, los abogados y la instituci\u00f3n judicial poseen fuertes mandatos patriarcales que est\u00e1n impresos en su accionar. &#8211;\tel miedo aprendido y dichos mandatos patriarcales contribuyen a la naturalizaci\u00f3n de las situaciones de violencia y a la no denuncia. &#8211;\tla articulaci\u00f3n con otras instituciones, no es a\u00fan, un mecanismo de coordinaci\u00f3n presente en las pr\u00e1cticas de  los agentes. &#8211;\tla carencia de equipos consolidados en el tiempo por parte de las distintas instituciones, difumina la claridad en el accionar de los agentes.  &#8211;\tdificultad de la observancia del cumplimiento de las medidas cautelares. &#8211;\ten las instituciones educativas de diferentes niveles a\u00fan no se incluy\u00f3 en la curr\u00edcula, el estudio de la violencia familia y hacia la mujer.    doctoral thesis: legislative will and \/ or executive deficiency?  an analysis of the implementation of the  laws of protection, sanction and eradication of domestic  and gender violence towards women in the city of neuqu\u00e9n-argentinian republic.  phd student: mrs. Sandra gramajo general objectives  &#8211;\tto visualise how the implementation of the provincial laws 2785 and 2786, of prevention, sanction and eradication of domestic and gender violence, respectively, is carried out in the city of neuqu\u00e9n. &#8211;\t specific objectives  &#8211;\tto analyse the impact of public politics on the consummation of the laws under study.  &#8211;\tto visualise the supporting  points and obstacles that are present in the aplication of the law.  theoretical and methodological strategy  the present work is a descriptive study of a cualitative approach. It is descriptive because it aims at looking for specific attributes, characteristics and important traits out of which one can analyse and give answers to the questions of  how an event occured and who was involved.      we have also selected some cualitative data as they are often gathered from the field investigation. we have chosen (in relation to the multiple theoretical frameworks) to define the terms of &quot;domestic violence&quot; and &quot;gender violence&quot; in accordance to their definitions  provided by the provincial laws 2785 and 2786. conclusions supporting points  &#8211;\tthe existence of an important judicial framework  (international, national and provincial) in relation to violence prevention.  &#8211;\tthe  replacement of the law 2212 by the laws 2785 and  2786, what originated an integrated articulation among institutions and the expanding of the institutions relating to violence prevention together with the delimitation of their functions. &#8211;\tthe existence of a law of domestic violence and  of a law of gender violence which focus on the various types and ways of violence towards women.  &#8211;\tthe  creation of an office attending cases of violence. &#8211;\tthe  predisposition to begin actions of interinstitutional and interdiscipline articulation. &#8211;\tthe increasing awareness of the population towards the issue of violence, what has led to an increasing  amount of abuse reports. &#8211;\tthe admission of new profesional staff  in the ministery of health,  staff with sufficient knowledge about violence issues.  obstacles &#8211;\tlack of budget provided  by the government of the province of neuquen,  in relation to the laws of violence 2785 and 2786  already approved by the parliament of neuquen.        Regarding the law 2785, it has its regulations but it has no human  and material resources  that may allow that the proposed actions can be put into practice.   &#8211;\tthe executive power  does not  provide the sufficient funds so as to offer training, support and supervising of tasks and actions so as to put laws into practice.      &#8211;\tlack of monitoring of the institutions in charge of implementing the laws. &#8211;\tno implementation of a unique  protocol of a common actions among the institutions.  &#8211;\tlack of institutional record books  which may give thorough statistics data.  &#8211;\tnot enough national or local campaigns to raise awareness of the risks of violence &#8211;\tno estate advertising campaings to promote the social responsibility as regards violence. &#8211;\tjudges, lawyers and the judicial system have strong  patriarcal mandates which are beyong their behaviour. &#8211;\tthe learned fear and patriarcal mandates which contribute to the  naturalization of the situations of violence and no reporting of abuse.  &#8211;\tthe articulation  with other institutions does not mean a mechanism of coordination, present in the practices of the agents.  &#8211;\tlack of consolidated institutional teams throughout the time, and  which affects the clear actions done by the different agents involved. &#8211;\tnon-fulfilment of precautionary measures  &#8211;\tthe study of domestic and gender violence is not considered in the curriculum of the system of education.<\/p>\n<p>&nbsp;<\/p>\n<h3>Datos acad\u00e9micos de la tesis doctoral \u00ab<strong>\u00c2\u00bfvoluntad legislativa y\/o deficiencia ejecutiva?
