El gasto social lo vamos a descomponer en sus tres grandes partidas: educaci\u00f3n, sanidad y protecci\u00f3n social. Para ello se han analizado los distintos presupuestos de gastos de cada una de las ccaa desde el punto de vista de su clasificaci\u00f3n funcional, es decir, atendiendo al destino final de los recursos financieros empleados en los mismos. Para este prop\u00f3sito realizamos en un primer momento un an\u00e1lisis descriptivo de los distintos presupuestos auton\u00f3micos, y despu\u00e9s nos centramos en el an\u00e1lisis de los factores pol\u00edticos, sociales y econ\u00f3micos que determinan o influyen en estas pol\u00edticas. del an\u00e1lisis estad\u00edstico realizado sobre los porcentajes relativos de las distintas \u00e1reas presupuestarias y sobre el gasto per c\u00e1pita de las mismas, hemos de resaltar los incrementos en los presupuestos reales hasta el a\u00f1o 2009, a pesar del incremento de la poblaci\u00f3n para el periodo de estudio y por encima del crecimiento del pib. Destacar tambi\u00e9n el elevado peso relativo del \u00e1rea de &quot;producci\u00f3n de bienes p\u00fablicos de car\u00e1cter preferente&quot;, superando el 55% del total del presupuesto y poner de manifiesto que en el orden de importancia relativa de las distintas partidas de gasto auton\u00f3mico destaca el gasto sanitario (33%), seguido del gasto en educaci\u00f3n (22%), encontr\u00e1ndose la pol\u00edtica de protecci\u00f3n social en cuarto lugar hasta el 2008, para despu\u00e9s ascender una posici\u00f3n en los a\u00f1os de crisis 2009 y 2010. En cuanto a la distribuci\u00f3n de los distintos presupuestos per c\u00e1pita, sanitario, educativo y protecci\u00f3n social, entre las distintas ccaa mencionar la falta de homogeneidad del mismo entre todas ellas.  el an\u00e1lisis econom\u00e9trico se ha basado en una revisi\u00f3n de la literatura sobre los determinantes del gasto de cada una de las pol\u00edticas analizadas, y en funci\u00f3n de \u00e9sta hemos realizado una selecci\u00f3n de las variables que luego utilizamos en nuestro estudio. Una vez definida nuestra muestra, observamos que los datos, integrados por observaciones de series temporales sobre una muestra de unidades individuales que se repiten en el tiempo, constituyen un panel equilibrado. Para trabajar con estos datos, una opci\u00f3n eficiente y no sesgada consiste en utilizar variables instrumentales y el m\u00e9todo generalizado de los momentos (gmm). Utilizando \u00e9ste, realizamos varias regresiones para cada una de las partidas de gasto, exponiendo sus resultados, la discusi\u00f3n de los mismos y sus conclusiones.  destacan entre los resultados del gasto sanitario que la variable dependiente retrasada resulta significativa, que las variables poblacionales utilizadas que miden determinados intervalos de edad tengan escasa influencia, as\u00ed como que la proporci\u00f3n de extranjeros s\u00ed condicione positivamente un mayor gasto en sanidad y, sin embargo, el nivel de renta y un mayor gasto tecnol\u00f3gico tengan una influencia menos relevante de lo que en principio era de esperar. de los resultados del an\u00e1lisis del gasto en protecci\u00f3n social merece se\u00f1alarse la influencia positiva en el gasto tanto de los gobiernos progresistas como de la aparici\u00f3n de la crisis econ\u00f3mica, as\u00ed como destacar tambi\u00e9n el impacto positivo de una mayor tasa de desempleo y de una proporci\u00f3n de poblaci\u00f3n mayor de 65 a\u00f1os sobre este tipo de pol\u00edticas. por \u00faltimo, y con respecto al gasto en educaci\u00f3n, citar que el gasto educativo pasado s\u00ed influye en el actual, pero en sentido negativo, que los gobiernos de izquierda gastan m\u00e1s, que una sociedad m\u00e1s plural conlleva un mayor gasto educativo, y que un mayor nivel econ\u00f3mico tambi\u00e9n supone un mayor gasto.         abstract  this study aims to investigate the determinants of social spending throughout the period between 1996 and 2011, for the seventeen autonomous communities (ccaa) that exist in spain. Social spending will be divided into three main sections: education, health and social protection. For this purpose, we take budgets for each of the ccaa, bearing in mind their functional classification, that is, the final destination of the financial resources budgeted. To achieve this, we firstly carried out a descriptive analysis of the autonomous budgets and then we focused on the study of the political, social and economic factors that determine or influence these policies. from the statistic analysis carried out on the relative percentages of the budget areas and the per capita expenditures, we highlight the increase in real budgets until 2009, which was higher than the gdp growth, despite the increase in population in that period. We have also to note the high relative weight of the area &quot;key public goods production&quot;, exceeding 55% of the whole budget. It should also be noticed that in the order of relative importance of the various items of autonomous expenditure, health expenditure stands first (33%), followed by education expenditure (22%), being the social protection policy in the fourth place until 2008, only to come up a position during the crisis years, 2009 and 2010. As for the distribution of the different per capita budgets for health, education and social protection, we should mention the lack of homogeneity among ccaa. the econometric analysis is based on a revision of the literature about the expenditure determinants for each of the analyzed policies and, according to this, we have chosen the variables to be included in our regressions. Once we have defined our sample, we note that these data consist of observations on an individual unit sample repeated over time, which is a well-balanced panel. In order to work with these data, an efficient and unbiased option is to use the instrumental variables and the generalized method of moments (gmm). We conducted multiple regressions for each of the sections of expenditure. it is worth noting that among the results of health expenditure, the lagged dependent variable turns out to be significant; that the population variables measuring certain age groups have limited influence; and that the proportion of foreigners does condition positively a higher health expenditure. Finally, the income level and a higher expenditure on technology have a less relevant influence than it was initially expected. from the results of the analysis of expenditure in social protection it is worth noting the positive influence of both progressist governments and the emergence of the economic crisis, as well as the positive impact of a higher rate of unemployment and the higher rate of over-65-year-old population on this type of policies. finally, with regard to spending in education, we should mention that former educational spending does have an influence on the current one, but in a negative sense; that left-wing governments spend more and that a plural society means more education spending and that a higher economic standard also involves a higher
