Puede afirmarse que la ley maura de 1907 no supuso ningun cambio fundamental respecto al comportamiento electoral que la provincia habia tenido en etapas anteriores. Los distritos son muy homogeneos comportandose todos ellos de una manera similar y con una clara inclinacion conservadora  destacandose en esta linea la presencia de un fuerte movimiento
