Por un lado se realiza un estudio de casos en dos centros de primaria. En uno de ellos se experimentaba un programa de innovacion curricular (la reforma del ciclo superior de egb en andalucia). Se contrastan ambos a partir de unos componentes que el autor considera que influyen decisivamente en toda evaluacion educativa: aspectos eticos, legales, personales, sociales y tecnicos.  por otro lado, se realiza un analisis de muestras a traves de la informacion extraida de las respuestas dadas a un mismo cuestionario por dos muestras diferentes. Una formada por profesores que habian participado en el programa de reforma y otra de docentes sin reforma de toda andalucia.  al final, se comparan ambos tipos de estudios y se concluye afirmando que durante el desarrollo de la experimentacion de la reforma, la evaluacion ha sufrido cambios significativos que, si bien la han mejorado respecto de sus colegas de no reforma, no ha conseguido perder
