De ahi la conveniencia de un estudio global de la politica comun de transportes segun quedo definida por el art. 84 del tratado de roma, el cual los limitaba a los transportes por carretera, fluviales y ferroviarios.  este estudio esta realizado por la triple via del derecho comunitario europeo, la del derecho internacional publico y la del derecho administrativo de los paises miembros, especialmente el espa\u00f1ol, a fin de determinar el regimen juridico aplicable al sistema de transporte terrestre en el ambito de la comunidadeuropea, e incluso sus implicaciones para los terceros estados, como en el caso de los paises afectados por el transito comunitario.  asimismo se procede a analizar si existe o no una autentica politica comun de transportes o por el contrario tan solo acciones puntuales reguladoras de los aspectos concretos que influyen en los mercados nacionales de los transportes.
