Pero permanencia no debe ser entendida como sinonimo de perpetuacion o inamovilidad del planeamiento, sino que debe ser concebida como vocacion de permanencia, con la obligacion de adecuarse a las nuevas necesidades y criterios.  la administracion publica esta revestida de una potestad que le permite innovar en todo aquello que el interes publico le exije.  la revision equivale al replanteamiento global y sustancial del plan en su conjunto.
