Von klitzing, g. Dorda y m. Pepper descubrieron el efecto hall cuantico entero. En 1982 tsui, stormer y gossard descubrieron el e.H.C.  fraccionario. Este trabajo estudia estos efectos en el contexto de la electrodinamica bidimensional. El elemento novedoso respecto de la mayoria de las teorias microscopicas es el estudio de la teoria relativista que describe la interaccion entre el campo electromagnetico y un campo fermionico en 2+1 dimensiones. Establecemos la relacion existente ente la anomalia presente en esta teoria y el e.H.C., En el formalismo de feynman y en el hamiltoniano. Hemos explicado el papel de la localizacion en el efecto entero y su conexion con el origen topologico de la cuantizacion de la conductividad hall.  se interpreta el estado de laughlin como un nuevo tipo de fase con confinamiento oblicuo. La inteligencia de este efecto requiere del estudio de una teoria de campos de tipo chern-simons-dirac. El origen topologico del e.H.C.F.
