Mas tarde, en 1985, el libro blanco enfatizo la importancia de una politica comun de infraestructuras estableciendo el concepto de interes comunitario. Por eso, en el tercer capitulo se analiza el interes comunitario: aspectos financieros y presupuestarios y los procedimientos establecidos.  en el tercer capitulo se desarrollan, tambien, los principales modelos de evaluacion, especialmente el sistema tasc. En el capitulo cuarto se analiza el concepto de accesibilidad en orden a elegir el mas adecuado para la evaluacion que se propone.  en el ultimo capitulo se aplica un nuevo instrumento de evaluacion que se propone como alternativo a los existentes. Se establecen comparaciones con los metodos electre y pattern con el nuevo instrumento que se propone.
