El objeto de la tesis es estudiar que medidas pueden utilizarse para optimizar la utilizacion de la red arterial y el viario urbano. Se ha planteado un analisis de tipo teorico y un modelo de simulacion para analizar las situaciones creadas por el desarrollo de la red arterial, que se ha aplicado al estudio de la ciudad de pamplona en la que se acaba de poner en servicio un cinturon de rondas exteriores.  del analisis de los resultados obtenidos se llega a la conclusion que sin adoptar medidas adecuadas de regulacion el efecto
