aparicion de la educacion especial espa\u00f1ola se produce en el contexto de una cierta expansion (legal y real) de la escolarizacion, acorde con las bases teoricas de la escuela graduada, con la racionalidad cientifico-objetiva que se pretendia introducir en la tarea escolar mediante la clasificacion y distribucion de alumnos, tambien buena parte por la entrada en escena (aunque mas teorica que real) del proceso de burocratizacion escolar; que se localiza en Madrid donde se concentran las actuaciones del ministerio que tienen como principal destino el patronato o patronatos nacionales de sordomudos, ciegos y anormales y los colegios nacionales de sordomudos, ciegos y anormales; que la formacion del profesorado especialista en educacion de deficientes, en este primer tercio de siglo, se realiza en los mismos centros, todo ello no impide hablar de escasa sensibilidad y de grandes limitaciones en los esquemas legales y en la practica educativa de la educacion especial espa\u00f1ola
