Nos referimos a las restricciones que las diferentes normas legales imponen al decisor, y en concreto, al particular tratamiento de barreras infranqueables que se les otorga.  desde un enfoque novedoso, basado en el grado de aplicacion efectiva de las normas legales, se estudia la interaccion del entorno legal y la gestion de la publicidad.  partiendo de la definicion legal del concepto de publicidad y de su consecuente tipoligia de ilicitudes, se demuestra mediante investigaciones empiricas de emisiones publicitarias, en diversos medios, que las normas legales que restringen la publicidad son mas teoricas que efectivas.  la falta de una compilacion normativa practica, la ausencia de agentes efectivos que obliguen al cumplimiento, y la escasa cultura social hacia un
