En la tesis se hace un analisis de los objetivos que, mas alla de las operaciones concretas de funcionamiento, se pretende alcanzar con el control secundario,niveles adecuados de tension en la red, reparto equilibrado de la potencia reactiva generada, reduccion de las perdidas de potencia activa y mejora de la estabilidad de tensiones. En consecuencia, se propone un nuevo tipo de control secundario que, a diferencia del tradicional no basa su funcionamiento en el mantenimiento de ciertas variables de control, especialmente las tensiones de los denominados nudos piloto, en los valores de cosigna establecidos por el nivel terciario, sino que se ocupa directamente de la optimizacion q\/v del sistema teniendo en cuenta las caracteristicas y limitaciones del secundario en lo referente a la rapidez y la no disposicion en cada accion de control de una informacion actualizada del estado de la
