La pretension es involucrar al sistema portuario, aprovechando las condiciones actuales y la perspectiva de futuro que se presenta para conseguir una adecuada utilizacion y racionalizacion de los recursos. Para ello se hace un analisis de las condiciones geograficas y orograficas del pais, se se\u00f1alan los principales centros de produccion y de consumo, de como esta la distribucion territorial de la poblacion (en donde se detectan los desequilibrios existentes). Se estudian las posibilidades comerciales con el exterior y la situacion del sistema portuario mexicano integrandolo con los distintos modos de transporte. Una vez procesado lo anterior se marcan unas posibles vias de actuacion para mejorar el conjunto de puertos comerciales, contribuyendo de esta forma al desarrollo
