Se tiene en cuenta las actitudes de la m\u00e1xima instituci\u00f3n foral respecto al euskera.  la represi\u00f3n sufrida por los nacionalistas y los participantes de los distintos sectores de las escuelas vascas son tenidos en cuenta as\u00ed como la actitud de la diputaci\u00f3n foral hacia el nuevo r\u00e9gimen y su proyecto educativo.  se describen las primeras actuaciones de la corporaci\u00f3n en relaci\u00f3n a la lengua en el periodo de posguerra y el nacimiento y actuaciones de la secci\u00f3n para el fomento de la lengua de dicha instituci\u00f3n.  se describe el nacimiento de las dos primeras ikastolas y su desarrollo as\u00ed como el contexto que posibilita la creaci\u00f3n del movimiento, las caracter\u00edsticas de los promotores, el modelo pedag\u00f3gico que propugnan y la cultura escolar en la que se desenvuelven.  finalmente se describe el proceso de institucionalizaci\u00f3n del movimiento y de las implicaciones que en \u00e9l tiene la actitud
