La respuesta se busca en el analisis y comparacion de los principios que figuran en el discurso reformista con las medidas politicas que se adoptan para realizar esos principios. La contrastacion entre los principios que sustentan el discurso reformista y las normas que derivan de el revelara las coincidencias o no entre los valores-fines y los
