Es decir, como el lugar de interacci\u00f3n entre los procesos bioqu\u00edmicos y f\u00edsicos que se generan en la masa de residuos y las caracter\u00edsticas ambientales y socio pol\u00edticas del entorno.  partiendo de este concepto  de vertedero, de la problem\u00e1tica actual del vertido de residuos s\u00f3lidos urbanos y de los diferentes sistemas de evaluaci\u00f3n sobre la afecci\u00f3n de estas instalaciones al medio, se elabora mediante \u00edndices ambientales y cuantificables una metodolog\u00eda de diagn\u00f3stico y caracterizaci\u00f3n del estado ambiental de los vertederos.  esta evaluaci\u00f3n tiene como objetivo principal realizar una priorizaci\u00f3n ambiental de actuaci\u00f3n encaminada al control, cierre, sellado y reinserci\u00f3n de los vertederos al medio. As\u00ed mismo facilita la toma de decisiones para elaborar los planes de acondicionamiento de los vertederos bajo la actual directiva 31\/99\/ce sobre vertido cuya transposici\u00f3n al ordenamiento jur\u00eddico espa\u00f1ol es el r.D. 1841\/2001.  estos \u00edndices ambientales facilitan la elaboraci\u00f3n de los planes de cierre, sellado y reinserci\u00f3n de vertederos y con ello la recuperaci\u00f3n de \u00e1reas impactadas por el vertido de residuos s\u00f3lidos urbanos, facilitando la planificaci\u00f3n territorial en el \u00e1rea de
