De la redacci\u00f3n dada al borrador de dicho reglamento se desprenden los dos aspectos que se analizan en esta tesis:  el mercado que se va a desarrollar, conlleva el mantenimiento de derechos exclusivos sobre monoplios en este sector, mientras que consideramos que la simple transferencia de un monopolio p\u00fablico a otro privado regulado, no incidir\u00e1 necesariamente en el nivel de competencia.  por otro lado, la redacci\u00f3n dada al borrador dicho reglamento, otorga al volumen que toman las necesidades de financiaci\u00f3n que requieren los operadores para llevar a cabo el tcu (equiparable en gran medida al d\u00e9ficit de explataci\u00f3n), como un factor para la toma de decisiones por parte de la adm\u00f3n. P\u00fablica tanto en la realizaci\u00f3n de comparaciones entre ofertas para operar en el sector, como en la evualuaci\u00f3n de la obligaci\u00f3n de concursar. Mientras que consideramos que dicho volumen no puede ser tomado como un factor que con certeza nos pueda dar alg\u00fan grado de medici\u00f3n absoluta o relativa con respecto a la calidad de la
