tesis tiene tres partes:  1\u00aa la instituci\u00f3n: problemas y degradaci\u00f3n del municipio castellano en la edad media y antiguo r\u00e9gimen hasta los motines de 1766, que obligan al gobierno reformista de carlos iii a implantar una representaci\u00f3n electiva del com\u00fan en los municipios: establecimiento, consolidaci\u00f3n y desarrollo en sevilla, con disputas contra los regidores perpetuos, crisis final y suspensi\u00f3n de elecciones.  2\u00aa la labor: los trabajos, la presencia e influencia de los s\u00edndicos y los diputados del com\u00fan en el ayuntamiento y sus comisiones, su labor cara al p\u00fablico, y el reparto del trabajo y la jeraqu\u00eda dentro de la representaci\u00f3n del com\u00fan.  2\u00aa los hombres: qui\u00e9nes son los ocupantes de los cargos, en procdencia, familia, estamento, profesi\u00f3n, estatus social, relaciones de familia y paisanaje, con una biograf\u00eda de cada uno de los 95 diputados, y s\u00edndicos, y cuadros
