El estudio inicia con un guion de las principales disposiciones que influyeron en la formacion y funcionamiento del trafico.  posteriormente, nos ocupamos de las instituciones que desempe\u00f1aron la conduccion del sistema y las que estuvieron a cargo de los preparativos para su funcionamiento. Los funcionarios que ocuparon posiciones de mando en las formaciones navales son tratados en el capitulo tercero. El cuarto esta dedicado a las embarcaciones. Las caracteristicas de las medidas adoptadas para defender el trafico; el regimen juridico de la navegacion; y las dificultades que enfrentaron las formaciones de la carrera se narran en el capitulo quinto.
