El acceso al gobierno por rojo plantea la confrontaci\u00f3n entre las normas generales en indias y las especiales para filipinas, as\u00ed como su interpretaci\u00f3n.  por otra parte, la guerra de siete a\u00f1os produce la ocupaci\u00f3n inglesa de manila por el almirante cornish -que se conoci\u00f3 en europa despu\u00e9s de la firma de la paz de par\u00eds-, que da lugar a capitulaciones y acuerdos. Se analiza su naturaleza, especialmente la de la libranza de dos millones de pesos que firma rojo, la validez de tal instrumento jur\u00eddico y la soluci\u00f3n ante la reclamaci\u00f3n brit\u00e1nica de pago. Se estudian las facultades del gobernador de espa\u00f1a en indias y su ejercicio por rojo.  la ocupaci\u00f3n inglesa plantea tambi\u00e9n la cuesti\u00f3n de qui\u00e9n es el gobernador durante ella: rojo que mandaba en filipinas cuando llegaron los ingleses, anda que se autoproclama y guerrea con ellos, y el brit\u00e1nico drake que es impuesto. Los dos espa\u00f1oles se autoconsideran el leg\u00edtimo gobernador, incluso cuando el cese de las hostilidades es conocido en filipinas.
