La tesis aborda el estudio de estas reformas, en el intento de encontrar el papel y la importancia que tuvieron en la evoluci\u00f3n del sistema de ense\u00f1anza superior brasile\u00f1o.  este papel se contempla, naturalmente inscrito en lo que se convino llamar \u00abproyecto brasil\u00bb, en aquellos momentos en los cuales, este proyecto se reviste de peculiaridades expresivas. La exploraci\u00f3n de la realidad educacional y socio-pol\u00edtica se da en la direcci\u00f3n de cuatro l\u00edneas de argumentaci\u00f3n.  &#8211; las reformas universitarias gestadas dentro de reg\u00edmenes autoritarios tuvieron motivaci\u00f3n y destino prevalentemente pol\u00edtico; as\u00ed los aspectos t\u00e9cnicos educativos son absorvidos por las razones del estado:  control, patrimonialismo, aumento de poder.  &#8211; la ley por si sola, no hace la sociedad, ni las instituciones educativas. La resistencia docente y la falta de pol\u00edticas de implementaci\u00f3n de las reformas no s\u00f3lo invalidan buena parte de los resultados esperados sino que tambi\u00e9n distorsionan la realidad. La escuela estar\u00e1 a merced de los pol\u00edticos, de los partidos, de las elecciones.  &#8211; las reformas de los per\u00edodos populistas democr\u00e1ticos intentan una pol\u00edtica de consolidaci\u00f3n entre privatistas y publicistas, entre escuelas laicas y confesionales, entre centralizadores y descentralizadores de la administraci\u00f3n universitaria. Pero el resultado es la postergaci\u00f3n de los problemas, su acomodaci\u00f3n con una balanza inclinada para el lado de los conservadores con sus valores y actitudes autoritarias.  &#8211; las mayores y mejores innovaciones suceden por encima de las reformas m\u00e1s all\u00e1 de ellas, por fuera de la ley, aprovech\u00e1ndose de liderazgos educativos o regionales.
