En este trabajo se determinan los efectos que pueden ser cuantificados y valorados mas objetivamente, llegando a la proposicion de una metodolog\u00eda de evaluacion de los costes de cada uno de estos efectos.  el calculo de los costes de la congestion se realiza como la diferencia entre los costes de operacion a la velocidad real de circulacion y los costes de operacion a la velocidad deseada o de referencia, multiplicada por la intensidad de trafico de la zona de estudio.  por ultimo, se realiza una aplicacion de la metodolog\u00eda propuesta al caso de la ciudad de
