La investigaci\u00f3n se divide en tres partes: en la primera (1936-1946) se hace un repaso de los aspectos m\u00e1s sobresalientes de la gesti\u00f3n del cardenal gom\u00e1 en asuntos relacionados con la ense\u00f1anza, y se dedica un cap\u00edtulo al estudio de la ley de 1938. La segunda parte (1940-1951) trata de reconstruir todo lo ocurrido con la ley de 1938 desde su publicaci\u00f3n hasta que ruiz-gim\u00e9nez se hace cargo del ministerio de educaci\u00f3n y decide reformar la ense\u00f1anza media y promulgar una nueva ley. La tercera parte (1951-1953) describe todo el proceso de negociaci\u00f3n de la ley de 1953 entre las principales instituciones (comisi\u00f3n episcopal de ense\u00f1anza, conferencia de metropolitanos, ministerio de educaci\u00f3n nacional y consejo nacional de provinciales de institutos religiosos docentes y persoas implicadas (el cardenal pla y deniel, el arzobispo de Valencia, m. Olaechea y el ministro ruiz-gim\u00e9nez). El contenido de este trabajo se cierra con las conclusiones, una relaci\u00f3n de la bibliograf\u00eda consultada y un ap\u00e9ndice documental, casi totalmente in\u00e9dito, dividido en dos
