Este viene asociado en los social  lo economico y lo cultural a la celebracion de una exposicion internacional  dentro de un marco reivindicativo nacional. Se plantea una aproximacion al conocimiento de la realidad urbana intentandose que una mayor comprension de la misma permita una mas apropiada solucion de la problematica que actualmente presente.
