La actividad administrativa consiste en dos instancias basicas que son la decision y el control y que de acuerdo al nivel de lenguaje de que se trate  se denominan decision y control politico en el caso del nivel politico  decision no programada y control de gestion en el nivel de direccion y  decision programada y control operativo en el nivel de ejecucion administrativa. La tarea administrativa de gerencia de cualquier tipo es en definitiva una tarea de procesamiento de informacion que sera mas eficiente en la medida que se precise y formalice el sistema de
