Se va haciendo un estudio de los distintos planes  proyectos  leyes y reglamentos que sobre el tema se van dando  registrando al mismo tiempo el fondo ideologico y las circunstancias historicas de cada momento. Tras un planteamiento general del problema se desarrolla la trayectoria historica de las distintas legislaciones del periodo acotado  terminando con unas conclusiones.
