No existe en espa\u00f1a manual alguno de evaluacion de proyectos y es patente el desconocimiento de los costes sociales del transporte. Se aborda aqui la determinacion de los costes marginales sociales de congestion . Para ello es preciso conocer las relaciones entre la velocidad media de recorrido y la intensidad de trafico que  dado que no existen estudios en nuestro pais y que los resultados extranjeros no son extrapolables  se obtienen mediante un modelo de simulacion de trafico  por ordenador  preparado al efecto. El conocimiento de estos costes abre una puerta de cara a su futura imputacion  mediante la cual y en el marco de una remodelacion de la fiscalidad del transporte  puedan simultanearse el  equilibrio
