La mayoria de las redes fueron concebidas a escala regional o estatal y se construyeron con parametros tecnicos diversos. La integracion internacional de las redes ha planteado dificultades de incompatibilidad tecnico y tambien problemas estrategicos. En todos los casos la seleccion y construccion de enlaces transfronterizos ha exigido negociaciones diplomaticas.
