Para ello se realiza un an\u00e1lisis dimensional del constructor a partir del modelo de valores en competencia -mvc- (quinn, 1988, quinn y cameron, 1999). Se elabora un instrumento para el diagn\u00f3stico de la cultura organizacional en estas instituciones a partir del mvc y se complementa con diferentes \u00e1reas de contenido del funcionamiento organizacional (funcionamiento interno, gesti\u00f3n de personas, comunicaci\u00f3n, recursos, toma de decisiones, criterios de \u00e9xito,&#8230;).  el instrumento de medida est\u00e1 dirigido al personal docente e investigador (pdi) y al personal de administraci\u00f3n y servicios (pas). La muestra est\u00e1 compuesta por ambos colectivos (n=339 y n=348 respectivamente) de la universidad del pa\u00eds vasco (upv\/ehu) y de la universitat de girona (udg). En cuanto a los niveles organizacionales, se considera la organizaci\u00f3n en su conjunto &#8211; universidad- y a las unidades organizacionales correspondientes -departamento o servicio-.  la metodolog\u00eda est\u00e1 centrada en el an\u00e1lisis de fiabilidad y validez del instrumento desarrollado (an\u00e1lisis factorial confirmatorio, validez concurrente y discriminante). Para ello se aplica la escala pvq (schwartz, 2001) y se consideran las variables criterio (edad, sexo, educaci\u00f3n, antig\u00ed\u00bcedad, status, estabilidad, etc.).  los resultados evidencian que el mvc no presenta validez emp\u00edrica mientras que las \u00e1reas de contenido s\u00ed presentan potencia explicativa y estabilidad en todos los escenarios. Tambi\u00e9n se identifican las variables criterio relacionadas con las pr\u00e1cticas y los valores universitarios, y las l\u00edneas de acci\u00f3n prioritarias a juicio de cada
