La finalidad es la obtenci\u00f3n de un instrumento que permita establecer acciones de mejora del rendimiento del sistema de control de tr\u00e1fico a\u00e9reo. Para ello se establecen principios que permiten elaborar la metodolog\u00eda, considerando entre otros, la definici\u00f3n del sector como unidad de an\u00e1lisis, los efectos del concepto de red, el car\u00e1cter relativo de los an\u00e1lisis, la exclusi\u00f3n del factor humano y componentes cns (comunicaciones, navegaci\u00f3n y vigilancia). las etapas seguidas en la metodolog\u00eda, comienzan con la definici\u00f3n de indicadores y m\u00e9tricas, para continuar con la definici\u00f3n de la criticidad nominal y la eficiencia nominal de cada sector, la caracterizaci\u00f3n de los datos obtenidos, el an\u00e1lisis del efecto de red en los elementos del sistema de control de tr\u00e1fico a\u00e9reo, el diagn\u00f3stico del sistema tanto desde el punto de vista interno como externo,
