Del lado comercial, la eterna dependencia del mercado espa\u00f1ol respecto a las pel\u00edculas de hollywood, la p\u00e9sima situaci\u00f3n econ\u00f3mica espa\u00f1ola, la inesp erada evoluci\u00f3n del mercado cinematogr\u00e1fico internacional y la cambiante din\u00e1mica bilateral determinaron el comportamiento de los tres principales protagonistas: el r\u00e9gimen franquista, la industria norteamericana y el gobierno de estados unidos. El e studio de sus motivaciones y proceder permite identificar el margen de maniobra del que disfrut\u00f3 el r\u00e9gimen franquista respecto al gobierno y las grandes corporaciones estadounidenses, los l\u00edmites de la estrategia internacional de la \u00c2\u00bftodopoderosa\u00c2\u00bf m otion picture export association of america inc., Las fronteras del v\u00ednculo washington-hollywood, las pugnas internas y las prioridades reales de la administraci\u00f3n y la industria cinematogr\u00e1fica franquistas y las consecuencias de la desastrosa pol\u00edti ca aut\u00e1rquica de la dictadura. El an\u00e1lisis de los programas cinematogr\u00e1ficos desarrollados en espa\u00f1a por el owi (1942\/1945), el departamento de estado (1946\/1952) y la usia (1953\/1960) permite extender ampliar el campo de estudio m\u00e1s all\u00e1 del terreno  comercial. El cine documental e informativo protagoniz\u00f3 esos programas propagand\u00edsticos. Su \u00e9xito de p\u00fablico demostr\u00f3 la demanda de los contenidos ofrecidos (modo de vida americano; avances t\u00e9cnicos, sociales y culturales en estados unidos; informac i\u00f3n sobre los acontecimientos pol\u00edticos estadounidenses e internacionales). En contraste, la inapropiada dotaci\u00f3n de medios materiales y humanos y la distancia entre la orientaci\u00f3n adoptada por los programas y los objetivos definidos en washington pu so sobre la mesa la escasa sistematizaci\u00f3n de la pol\u00edtica informativa estadounidense en espa\u00f1a durante pr\u00e1cticamente todo el periodo.
