In particular, the first part of this thesis, chapter 1, deals with problems of budget competition among sequential education stages. The second part of the thesis, chapters 2 and 3, analyzes the relationship between tertiary education process, international migration of educated workers and income distribution. In chapter 1 i study how the interplay between a political process and the possibility of acquiring private education affects poor households\u00c2\u00bf welfare. In chapter 2 i develop a normative analysis that studies how a government should react to the migration of tertiary educated workers.
