El bajo #involucrarse# por parte de los ciudadanos hace temblar las bases del sistema democr\u00e1tico lo que conlleva a una preocupaci\u00f3n en distintos campos del conocimiento. Aprendizaje a trav\u00e9s de la participaci\u00f3n ciudadana est\u00e1 relacionado con las ciencias de la administraci\u00f3n en diferentes aspectos. El aspecto de gesti\u00f3n puede ser identificado en la administraci\u00f3n del propio gobierno, el aspecto de aprendizaje organizacional se encuentra en los estudios sobre las caracter\u00edsticas de los contextos que crean un clima de aprendizaje lo cual promueve desarrollo. La comprensi\u00f3n de estos aspectos a trav\u00e9s de la epistemolog\u00eda propuesta, la teor\u00eda cr\u00edtica, a\u00f1ade nuevo conocimiento a la ciencia administrativa. La teor\u00eda cr\u00edtica asume el inter\u00e9s de emancipaci\u00f3n de la ciencia, es decir, la acci\u00f3n humana y social deber\u00eda de estar orientada por la bondad, la humanidad y la racionalidad. En coherencia con esa orientaci\u00f3n y con el nivel individual de an\u00e1lisis, la tesis considera dos marcos te\u00f3ricos: las psicolog\u00edas humanista y existencialista. En consecuencia, la investigaci\u00f3n fenomenol\u00f3gica es el m\u00e9todo de investigaci\u00f3n. El m\u00e9todo posibilita la contestaci\u00f3n de las preguntas de investigaci\u00f3n: #si# se aprende, #qu\u00e9# se aprende, #cu\u00e1les# herramientas de gesti\u00f3n son utilizadas, #c\u00f3mo# son utilizadas, y #porqu\u00e9# lo que se aprende se aprende. Esa particular comprensi\u00f3n epistemol\u00f3gica y resultante m\u00e9todo sugiere el uso de herramientas metodol\u00f3gicas convergentes o bricolage. Las herramientas metodol\u00f3gicas que soportan el bricolage son: observaciones, entrevistas y grupos focales como fuente de datos primarios; y, revisi\u00f3n de documentaci\u00f3n como datos secundarios. Se analiza que los presupuestos participativos son sub-acciones de la acci\u00f3n democr\u00e1tica compuestos por intenciones, planes y actos representados por distintas pr\u00e1cticas de recursos humanos.
