Para ello parte de la consideraci\u00f3n de dos premisas. Una es la toma en consideraci\u00f3n global de la totalidad del personal que trabaja para la administraci\u00f3n, con independencia de su r\u00e9gimen jur\u00eddico y del \u00e1mbito territorial en el que ese trabajo se realiza. la otra es la atenci\u00f3n prestada al elemento organizativo de la empleadora p\u00fablica. A partir de estas consideraciones de partida, el estudio se centra, en un primer bloque tem\u00e1tico, en el an\u00e1lisis de la progresiva conformaci\u00f3n de un modelo de empleo p\u00fablico. Ello requiere la observaci\u00f3n de la evoluci\u00f3n de las formas de organizaci\u00f3n de las prestaciones de servicios en este \u00e1mbito hasta llegar hasta el momento presente para comprobar la existencia de unos elementos configuradores del empleo p\u00fablico actual. Por considerarlos los m\u00e1s importantes, la investigaci\u00f3n se ha centrado principalmente en tres: la dualidad entre funcionarios y laborales y su agudizaci\u00f3n como consecuencia de los procesos laboralizadores experimentados en la funci\u00f3n p\u00fablica espa\u00f1ola en las \u00faltimas d\u00e9cadas; la potenciaci\u00f3n de instrumentos ordenados a la ejecuci\u00f3n de pol\u00edticas d epersonal en el marco de la planificaci\u00f3n p\u00fablica, y los procesos de \u00abprivatizaci\u00f3n\u00bb, entendida esta \u00faltima como acepci\u00f3n amplia con la que se quiere hacer referencia a muy diversas medidas que van, desde la transferencia al sector privado de la titularidad de servicios p\u00fablicos, hasta medidas que encomiendan a este sector, s\u00f3lo la gesti\u00f3n o la prestaci\u00f3n de los mismos. Estos tres elementos vertebrados ahora se\u00f1alados son situados en la tesis, como manifestaciones o expresiones de la b\u00fasqueda de la eficacia administrativa y son analizados en lo que afectan a la organizaci\u00f3n y la gesti\u00f3n del personal que presta sus servicios en la administraci\u00f3n p\u00fablica.
