El estudio de la normativa, que conforma el cap\u00edtulo 1, abarca el pasado, presente y futuro de la seguridad y la salud en el mar: oit y omi en lo que se refiere a la seguridad de la vida humana en el mar, normativa espa\u00f1ola y comunitaria en lo que se refiere a la seguridad laboral propiamente dicha. Dichas deficiencias alcanzan temas de tanta importancia como: la jornada laboral, el buque como centro de trabajo y de vivienda, ruido, vibraciones, m\u00e1quinas, etc. tambi\u00e9n revela el an\u00e1lisis otra caracter\u00edstica de la siniestralidad en el sector: su reincidencia. Ello conforma la investigaci\u00f3n de accidentes, como herramienta id\u00f3nea para evitarla.  se dedica una especial incidencia a un factor de riesgo muy espec\u00edfico a bordo: la ca\u00edda a bordo de los buques. Es notable establecer que las caidas suponen la cuarta parte del total de accidentes con baja laboral y un tercio del total de accidentes graves. Se establecen las condiciones inseguras del buque como causa inmediata y la insuficiente normativa en la construcci\u00f3n naval como causa b\u00e1sica.  por \u00faltimo, el n\u00facleo del trabajo cient\u00edfico de esta tesis, incluye adem\u00e1s del an\u00e1lisis de trabajos de campo el estudio de las horas de jornada laboral en los buques, la investigaci\u00f3n de accidentes reales, el an\u00e1lisis de los botiquines a bordo y el programa pess: an\u00e1lisi de siniestralidad laboral de las pymes gallegas del sector servicios, del que el transporte mar\u00edtimo, cnae: 610, forma
