Al abordar cuestiones relativas a la eficiencia y la efectividad de los recursos humanos, y a las resultados finales, se introduce e implementa el modelo del ciclo de vida de adopci\u00f3n de tecnolog\u00eda (talc) (moore, 2001). Este ayuda a situar el comportamiento de adopci\u00f3n del profesional de recursos humanos en el talc, al o largo del cual se clasifican las funciones de recursos humanos y el sistema de gesti\u00f3n de los recursos humanos (hrms). Dicha clasificaci\u00f3n ayuda a comprender mejor la relaci\u00f3n entre las tecnolog\u00edas de la informaci\u00f3n de recursos humanos y las cuestiones estrat\u00e9gicas de los recursos humanos. Estas aplicaciones del hrms basadas en la web posteriormente se utilizan para destacar las nuevas opciones estrat\u00e9gicas de recursos humanos, que se derivan de forma natural de la sinergia potencial que resulta de combinar la estrategia, las funciones de recursos humanos y la perspectiva de las tecnolog\u00edas de la informaci\u00f3n. debido a la complejidad conceptual y operativa de definir y medir la eficiencia y la efectividad de los recursos humanos para valorar su contribuci\u00f3n a los resultados de las organizaciones, se presentan las m\u00faltiples relaciones que pueden explicar este fen\u00f3meno.
