Metodolog\u00eda de investigaci\u00f3n muestral de alto rendimiento para asegurar la homogeneidad y representatividad de las muestras.  * definici\u00f3n de alternativas. Definici\u00f3n de criterios y objetivos de servicio en el nuevo escenario y establecimiento de criterios para la construcci\u00f3n de alternativas.  * evaluaci\u00f3n de alternativas.
