Para ello, su contenido ha sido dividido en tres partes. En la primera se estudia el origen y la evolucion del sistema aereo universal, analizando el sistema del periodo entreguerras y, de manera mucho mas detallada, el llamado \u00absistema de chicago\u00bb. Asimismo, en esta primera parte se exponen las grandes lineas por las que ha atravesado el sector aereo hasta la actualidad, pues los tratados entre los estados son directamente tributarios de la situacion economica de las lineas en el momento de su negociacion.  en la segunda parte se estudian los sistemas regionales de transporte aereo, que han supuesto un mayor alcance en cuanto al proceso de integracion y liberalizacion. En esta parte se dedica especial atencion a las experiencias llevadas a cabo en el continente europeo, cristalizadas en la liberalizacion intracomunitaria del transporte aereo, de la cual se examina tambien su relacion con las otras esferas de la cooperacion internacional en la materia, la universal y la bilateral.  finalmente, la tercera parte estudia los tratados suscritos por espa\u00f1a en la materia, tanto en lo relativo a su celebracion como a su contenido. Respecto de la primera, la tesis abarca algunos aspectos de importancia fundamental en la practica espa\u00f1ola en la materia, como la calificacion de los tratados o su enmienda.
