\u00e1mbito penal, conforme con la legislaci\u00f3n vigente y el que establece el proyecto de ley reguladora de la responsabilidad penal de los menores, de 3 de noviembre de 1998 aborda la problem\u00e1tica del menor delincuente desde el punto de vista jur\u00eddico y social y pone de relieve la necesidad de prever pol\u00edticas sociales adecuadas, y recoge los modelos de las declaraciones internacionales. finalmente, en cuanto a sus conclusiones m\u00e1s relevantes, destierra la opini\u00f3n cl\u00e1sica de que el menor sea un inimputable, dado que puede comprender la
