Concluimos con la necesidad de reconocer un sentido \u00faltimo de los social, a trav\u00e9s de tres elementos culturales: motivaci\u00f3n, legitimiaci\u00f3n y justificacion de la acci\u00f3n.  su concepci\u00f3n sistematica de teoria y sociedad nos remite en la segunda secci\u00f3n, al problema del orden: donde radica el ser del hombre-en-interrelaci\u00f3n, sus condiciones de posibilidad, origen y fundamento. Aqu\u00ed aparece la impronta kantiana de parsons, desligada de implicaciones generales. El estudio concomitante del cambio es la otra cara de la sociedad en acci\u00f3n. Al tratarse de un proyecto unificador, las criticas parciales acusan a parsons de idealismo, mecanicismo, utopismo o relativismo. Matizando cada una recuperamos aportaciones indudables de su optimismo sociol\u00f3gico, y en concreto su concepto de orden como integraci\u00f3n.  la tercera secci\u00f3n estudia las instituciones sociales. Aqu\u00ed se concentran los mayores logros de parsons, al proponer un nuevo enfoque de cada uno de los subsistemas sociales. A su vocaci\u00f3n analitica se une una deriva transformadora, una intencionalidad que respetando el ser social, busca activamente soluciones. Tras los conceptos iniciales, se estudia la relaci\u00f3n entre orden, cambio y proceso de institucionalizaci\u00f3n.  se concluye con los medios simb\u00f3licos generalizados de intercambio, trascendentes sociol\u00f3gicos, que nos conducen a los temas clave del desarrollo te\u00f3rico-empirico: las condiciones econ\u00f3mico-politicas para el desarrollo social y su fundamento valorativo
